SEWAGE COMMISSION


Tuesday, February 15, 2022
Civic Room, located at 770 Harmston Avenue, Courtenay, BC commencing at 1:15 pm.

The chair of the commission will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the commission via electronic communication.

This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD Legislative Services Department to request to appear as a delegation. Live webcasts and recordings are available at www.comoxvalleyrd.ca/minutes-agendas

All commission motions will be voted on as determined under Bylaw No. 650.

Note: Director Hamir, Electoral Area B (Lazo North), may participate during a portion of this meeting to consider matters that relate to the services and infrastructure located within Electoral Area B.

In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

ELECTION OF CHAIR AND VICE-CHAIR
The first order of business is the election of the chair and vice-chair. The Corporate Legislative Officer will call the meeting to order and conduct the elections pursuant to the CVRD Board procedure bylaw.

D. REPORTS:
1) COMOX VALLEY SEWAGE MANAGEMENT ADVISORY COMMITTEE MINUTES
 
The following items are presented for receipt:

- Minutes of the Comox Valley Sewage Management Advisory committee meeting held February 1, 2022 for receipt. [Item

2) SEWER SYSTEM CONVEYANCE PROJECT - SCOPE CONFIRMATION DECISIONS
 
The following are presented for receipt concerning the Sewer System Conveyance Project - Scope Confirmation Decisions:
 
- Report dated February 10, 2022 regarding a recommendation for the final Sewer System Conveyance Project design-build component scope,including construction of a new Courtenay Pump Station (CPS), alignment from CPS to K’ómoks First Nation (KFN) IR#1, construction methodology through KFN IR#1, removal of the horizontal direction drill through Comox Hill, and the Lazo Hill and Lazo Marsh alignment. [Item
 
- Technical reports for the Sewer System Conveyance Project design-build component. [Item
 
Recommendation:
 
THAT the design-build components of the Sewer System Conveyance Project noted in the staff report dated February 10, 2022 with the technical reports be fully endorsed, including:

• Replacing the Courtenay Pump Station
• Upgrading the Jane Place and K’ómoks First Nation pump stations
• Installing a new sanitary sewer forcemain via:

- Cut and cover from the Courtenay pump station to the west boundary of the Town of Comox on Comox Road
- Horizontal directional drilling from the corner of Torrence Road and Lazo Road to the unopened Baron Road right of way off Morland Road
- Cut and cover from Baron Road down Morland Road
- Cut and cover across Lazo Marsh to the Comox Valley Water Pollution Control Centre

• Pre-digging of the cut and cover forcemain alignment from the west side of K’ómoks First Nation IR#1 to just east of Bayside Road to allow for due care and attention to all archeologically sensitive materials in this ancient settlement site;

AND FURTHER THAT Comox Valley Regional District staff be directed to complete negotiations for the project agreement with the Town of Comox, embedding the final alignment for the conveyance project through the Town of Comox and extent of surface restoration and improvements to be included in the project scope, and bring the agreement back to the Sewage Commission for review and approval in March or April 2022 as a design-bid-build procurement;

AND FINALLY THAT the revised Sewer System Conveyance Project capital cost estimate of $82 million be incorporated within the recommended 2022-2026 financial plan, including $30 million from reserves and $52 million from debt.

 
3) GROUNDWATER PROTECTION POLICY
 
Report dated February 10, 2022 regarding the acknowledgement of concerns raised by local residents by developing a policy outlining mitigating measures that will be implemented to avoid impacting groundwater for receipt [Item
 
Recommendation:
 
THAT the Lazo Hill Groundwater Protection Policy attached as Appendix A to the staff report titled “Groundwater Protection Policy” and dated February 10, 2022, be approved.
 
4) UPDATE ON THE EXTENSION OF SEWER SERVICES SOUTH
 
Report dated January 7, 2022 regarding an update on the Sewer Extension South Project. [Item
