BLACK CREEK - OYSTER BAY SERVICES COMMITTEE

Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC commencing at 9:00 am.

The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the committee via electronic communication.

This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD Legislative Services Department to request to appear as a delegation. Live webcasts and recordings are available at www.comoxvalleyrd.ca/minutes-agendas

In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

ELECTION OF CHAIR AND VICE-CHAIR:
The first order of business at the Black Creek - Oyster Bay Services Committee meeting is the election of the chair and vice-chair. The Corporate Legislative Officer will call the meeting to order and conduct the elections pursuant to the CVRD board procedure bylaw.

Staff will provide a summary of public input received in regards to the 2023-2027 proposed financial plan and the specific CVRD services under consideration.

1) BLACK CREEK-OYSTER BAY FIRE PROTECTION SERVICE – SERVICE AREA AMENDMENT
 
Report dated January 6, 2023 regarding a proposed boundary amendment to the Black Creek - Oyster Bay Fire Protection Local Service Area to include the property at 4185 Chantrelle Way at the request of the owner for receipt. [Item

Recommendation:
 
THAT the board consider three readings and subsequent adoption of Bylaw No. 735 being “Black Creek/Oyster Bay Fire Protection Local Service Area Conversion/Establishment Bylaw No. 1964, 1997, Amendment No. 8” to amend the boundary of the Black Creek-Oyster Bay Fire Protection Service Area to include property at 4185 Chantrelle Way as outlined in the staff report dated January 6, 2023;

AND FURTHER THAT the Directors for Electoral Area C and Electoral Area D, being the service participants, be authorized to consent to the amendment of Bylaw No. 1964 being the “Black Creek/Oyster Bay Fire Protection Service Local Service Area Conversion/Establishment Bylaw No. 1964, 1997” in writing.

2) 2023-2027 PROPOSED FINANCIAL PLAN - BUDGET PRESENTATIONS
 
Kevin Douville, Manager of Financial Planning, will introduce the 2023-2027 financial planning process.

Note: this report also provides details regarding the Greater Merville Fire Protection Service, function 237; and the Mount Washington Fire Protection Service, function 240 however these functions will be considered by the Electoral Areas Services Committee. ??
 
Recommendation:
 
THAT the proposed 2023–2027 operating financial plan and the 2023-2032 capital plan for the Black Creek-Oyster Bay Fire Protection Service, function 230, be approved.

90(1)(e) The acquisition, disposition or expropriation of land or improvements, if the committee/board considers that disclosure might reasonably be expected to harm the interests of the municipality.

90(1)(k) negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the committee could reasonably be expected to harm the interests of the regional district if they were held in public;
