ELECTORAL AREAS SERVICES COMMITTEE
Monday, May 15, 2023
Civic Room, 770 Harmston Avenue, Courtenay, BC commencing at 2:00 pm.

The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the committee via electronic communication.

This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD Legislative Services Department to request to appear as a delegation. Live webcasts and recordings are available at www.comoxvalleyrd.ca/minutes-agendas

In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

1) RURAL COMMUNITY GRANT - 2023 FINAL REVIEW
 
Report dated May 11, 2023 regarding the results of the Rural Community Grant application deliberations at the May 8, 2023 Electoral Areas Committee Meeting for final consideration and endorsement for receipt. [Item]

2) GROWING COMMUNITIES FUND ALLOCATION
 
Staff will provide a presentation on the Growing Communities Fund allocations.

3) COMMUNITY WORKS FUND STATUS REPORT – MARCH 31, 2023
 
Report dated April 13, 2023 regarding a Community Works Fund status update for the period ending March 31, 2023 for receipt. [Item]

Note: Consideration of the Community Works Fund report was deferred from the May 8, 2023 Electoral Areas Services Committee meeting. However, at the April 17, 2023 meeting the Committee resolved to de-commit the allocation to the Beulah Creek Village Affordable Housing project so the recommendation from the staff report has been modified to reflect this.
 
Recommendation:
 
THAT the Electoral Area Services Committee endorse the following allocations of Community Works Funds to be incorporated into the Comox Valley Regional District’s 2023–2027 adopted financial plan by way of subsequent Board amendments, subject to approval by the Board:

Union Bay Fire Hall Replacement Project (2024) - $1,100,000 from Part A (Baynes Sound);
- Jackson Drive Sewer Disposal Field Upgrades (2024) - $65,000 from Lazo North (Electoral Area B);
- King Coho Sewer Bridge Replacement Project (2025) - $60,000 from Lazo North (Electoral Area B);
- Sewer Services South Extension (2023) - $1,250,000 to be split between Part A (Baynes Sound) ($226,693), Lazo
- North (Electoral Area B) ($511,654) and Puntledge - Black Creek (Electoral Area C) ($511,653).
