SEWAGE COMMISSION


Tuesday, June 6, 2023
Civic Room, located at 770 Harmston Avenue, Courtenay, BC commencing at 1:30 pm.

The chair of the commission will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the commission via electronic communication.

This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD Legislative Services Department to request to appear as a delegation. Live webcasts and recordings are available at www.comoxvalleyrd.ca/minutes-agendas

All commission motions will be voted on as determined under Bylaw No. 650.

Note: Director Hardy, Electoral Area B (Lazo North), may participate during a portion of this meeting to consider matters that relate to the services and infrastructure located within Electoral Area B.

In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

2) HORNBY ISLAND COMPOSTING TOILET RESIDUALS
 
Report dated May 30, 2023 regarding a request from the Hornby Island Residents’ and Ratepayers’ Association to temporarily process composting toilet residuals at the Comox Valley Sewerage Service biosolids composting facility, as part of a pilot project to assess the viability of a long term composting toilet residual composting program on Hornby Island for receipt. [Item
 
Recommendation:
 
THAT the Comox Valley Regional District enter into an agreement with the Hornby Island Residents’ and Ratepayers’ Association for processing of their composting toilet residuals at the Comox Valley Sewerage Service composting facility for a two-year trial period;

AND FURTHER THAT should the trial period demonstrate demand for the service on Hornby Island and ease of processing at the Comox Valley Sewerage Service composting facility, and the Hornby community does not approve building a local residuals composting facility, the Comox Valley Sewage Commission support in principle the ongoing receipt and processing of Hornby Island composting toilet residuals.

Recommendation:
 
THAT the commission adjourn to an in-camera session pursuant to the following sub-section of section 90 of the Community Charter:

90(1)(k) Negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the committee/board, could reasonably be expected to harm the interests of the regional district if they were held in public.
