SEWAGE COMMISSION


Tuesday, March 12, 2024
Civic Room, located at 770 Harmston Avenue, Courtenay, BC commencing at 3:00 pm.

The chair of the commission will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the commission via electronic communication.

All commission motions will be voted on as determined under Bylaw No. 650.

Note: Director Hardy, Electoral Area B (Lazo North), may participate during a portion of this meeting to consider matters that relate to the services and infrastructure located within Electoral Area B.

In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

Sewage Management Advisory Committee minutes dated February 29, 2024 for receipt. [Item
 
2) SEWER SYSTEM CONVEYANCE PROJECT - TRAFFIC MANAGEMENT PLAN GOALS AND OBJECTIVES
 
Report dated March 6, 2024 regarding the development of an overarching Traffic Management Plan for receipt. [Item
 
Recommendation:
 
THAT the Traffic Management Plan Goals and Objectives as outlined within Appendix A of the staff report dated March 6, 2024, be approved.
 
3) SANI-DUMP UPDATE
 
Report dated March 5, 2024 regarding ongoing challenges of siting a sani-dump in the Comox Valley and proposed next steps following the announcement of the planned closure of the Village of Cumberland’s sani-dump facility for receipt. [Item
 
Recommendation:
 
THAT the City of Courtenay be requested to work with the Comox Valley Regional District to undertake due diligence for a sani-dump facility at Dove Creek Place and report back as soon as possible with the intention of having the facility in place by summer 2024 unless substantive concerns or unexpected permit requirements arise through this due diligence, which will include:

• Preliminary design and cost estimate
• Traffic impact assessment
• Review of potential permits
• Engagement with the property owner at the end of Dove Creek Place;

AND FURTHER THAT staff be directed to work with City of Courtenay and Town of Comox staff to identify locations within the City and Town road rights of way that could accommodate a temporary sani-dump in the event that a permanent facility isn’t in place for summer 2024;

AND FINALLY THAT staff report back with the results of the engagement and due diligence with a recommended path forward.
