Call to Action 47 - Reconciliation:

We call upon federal, provincial, territorial, and municipal governments to repudiate concepts used to justify European sovereignty over Indigenous peoples and lands, such as the Doctrine of Discovery and terra nullius, and to reform those laws, government policies, and litigation strategies that continue to rely on such concepts.

Comox Valley Regional District Board minutes dated April 23, 2024 for adoption. [Item] 

Report dated April 30, 2024 regarding the Comox Valley Regional District 2023 financial statements and audit findings report for receipt. [Item]

THAT the audited financial statements of the Comox Valley Regional District for the year ended December 31, 2023 be approved.

Report dated May 2, 2024 regarding a request from K’ómoks First Nation for financial support towards the upcoming National Indigenous People’s Day celebrations to be held on Friday, June 21, 2024 for receipt. [Item] 

THAT a contribution to K’ómoks First Nation in the amount of $20,000 to support National Indigenous People’s Day celebrations in the Comox Valley to be held on Friday, June 21, 2024 be approved;

AND THAT the 2024 – 2028 financial plan for the Electoral Area B and C Heritage Conservation Services, functions 692 and 693, be amended with the addition of a transfer from each service’s future expenditure reserve in the amount of $6,666.67 to be offset by a corresponding transfer to other governments;

AND FURTHER THAT the 2024 – 2028 financial plan for the Administration and General Government service, functions 110, be amended with the addition of a transfer from the future expenditure reserve in the amount of $6,666.66 to be offset by a corresponding transfer to other functions directed to the Electoral Area A Heritage Conservation Service, function 691 (this amount is to be reimbursed by function 691 as part of the 2025 – 2029 financial plan);

AND FINALLY THAT the 2024 – 2028 financial plan for the Electoral Area A Heritage Conservation Service, function 691, be amended in the 2024 budget year with the addition of a recoveries – other functions in the amount of $6,666.66 to be offset by a corresponding transfer to other governments.

NOTE: Resolutions from the May 6, 2024 Electoral Areas Services Committee (EASC) meeting were updated at 4:30 pm on May 6, 2024 to reflect the outcomes at the EASC meeting.

THAT the Agricultural Land Commission be advised that the Comox Valley Regional District supports Agricultural Land Reserve application ALR 5C 23 (Sturdi Construction Ltd.) concerning Lot 4, Block 29, Comox District, Plan 5224, except those parts in Plans 13319, 40101 and VIP78957 (8150 Island Highway / 2040 Dzini Road);

AND FINALLY THAT the application ALR 5C 23 (Sturdi Construction Ltd.) regarding non-farm use within the Agricultural Land Reserve be forwarded to the Agricultural Land Commission for final consideration.

THAT the application to rezone Lot A, Block 29, Comox District, Plan 3865, except parts in various plans, PID 003-887-651 (Unaddressed lot off Mclarey Ave) and Lot C, Block 29, Comox District, Plan 11527, PID 005-053-170 (8840 Island Hwy N) which would have enabled subdivision and development to create up to 544 dwelling units, be denied.

THAT third reading of Bylaw No. 825 being “Black Creek Community Centre Contribution Service Establishment Bylaw No. 47, 2009, Amendment No. 3” be rescinded. [Item] 

THAT Bylaw No. 825 being “Black Creek Community Centre Contribution Service Establishment Bylaw No. 47, 2009, Amendment No. 3” be amended at second reading to correct the omission of Electoral Area B as a participant in the service. [Item] 

THAT Bylaw No. 825 being “Black Creek Community Centre Contribution Service Establishment Bylaw No. 47, 2009, Amendment No. 3” be given third reading as amended.

THAT Bylaw No. 813 being Rural Comox Valley Zoning Bylaw No. 520, 2019, Amendment No 15" be adopted. [Item]
