The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the committee via electronic communication.

THAT a site-specific engineer’s prescription for the siting of a proposed single detached dwelling relative to the 2100-year floodplain setback of Bylaw No. 600, being the “Floodplain Management Bylaw No. 600, 2020,” be approved on the property described as Parcel C (Being A Consolidation of Lots 20 And 21, See CB1066577) Block E Section 4 Nelson District Plan 1478;

AND FINALLY THAT, as a condition of the engineer’s site specific floodplain setback, the property owners, at their own expense, register a restrictive covenant under Section 219 of the Land Title Act, specifying conditions that would enable the land to be safely used for the use intended according to the terms of the engineer report prepared by Johannes Fischer, P.Eng. of McElhanney Ltd., dated February 5, 2024, which will form part of the restrictive covenant, as well as an acknowledgement that no Disaster Financial Assistance funding is available for the building or its contents and releasing and indemnifying the Comox Valley Regional District from liability in the event any damage is caused by flooding or erosion.

12) BUDGET AMENDMENT FOR BEAR CREEK NATURE PARK BRIDGE DESIGN

THAT the 2024-2028 Financial Plan for the Baynes Sound portion of Electoral Area A, Area B and Area C Parks and Greenways Service, Function 621, be amended to add capital project no. 1090, Bear Creek Nature Park Bridge in the amount of $20,000 with funding coming from the Future Expenditure Reserve (#621) to support design work for a vehicle bridge located within the park;

AND FURTHER THAT staff return to the committee with conceptual design options and cost estimates in the 2025 budget process.

13) ROYSTON GARBAGE COLLECTION SERVICE PROPOSED CHANGES
 
Report dated July 10, 2024 regarding an update on proposed changes to the Royston Garbage Collection Service and to recommend a budget amendment to ensure continuity of garbage and recycling services in the Royston community for receipt. [Item

THAT the 2024-2028 financial plan for Royston Garbage Collection Service, function 366, be amended in the 2024 budget year to increase operating contracts in the amount of $40,484 to be offset by a decrease in reserve contributions in the amount of $26,540 and an increase in transfer from reserve in the amount of $13,944;

AND FURTHER THAT Bylaw No. 119, being the “Royston Garbage Collection Regulations and Rates Bylaw No. 119, 2013,” be updated to reflect the fees for weekly garbage and biweekly recycling for 2024/2025 and expanding to weekly organics and biweekly garbage/recycling in 2026 forward.

AND FINALLY THAT upon completion of a public information campaign, the Royston Garbage Collection Service be expanded in January 2026 to automated collection service including co-mingled organics and yard waste.
