SEWAGE COMMISSION


Tuesday, January 14, 2025
Civic Room, located at 770 Harmston Avenue, Courtenay, BC commencing at 1:45 pm.

The chair of the commission will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the commission via electronic communication.

This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD Legislative Services Department to request to appear as a delegation. Live webcasts and recordings are available at www.comoxvalleyrd.ca/minutes-agendas

All commission motions will be voted on as determined under Bylaw No. 650.

Note: The Director for Electoral Area B (Lazo North), may participate during a portion of this meeting to consider matters that relate to the services and infrastructure located within Electoral Area B. In addition, the Director for Electoral Area A may participate in matters that relate to the Liquid Waste Management Plan (LWMP).

In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

ELECTION OF CHAIR AND VICE-CHAIR:
The first order of business is the election of the Chair and Vice-Chair. The Corporate Officer will call the meeting to order and conduct the elections pursuant to the CVRD Board procedure bylaw.

1) RISE AND REPORT - HUDSON TRUNK CAPACITY CONSTRAINTS
 
As the conditions have been met, the report from the September 10, 2024 Sewage Commission closed meeting regarding the Hudson Trunk capacity constraints is being publicly released. Correspondence from Chair Hillian dated January 9, 2025 attached below, provides further clarity regarding accurate flow information.

3) SEWAGE OUTFALL UPDATE

4) COMOX VALLEY SEWER CONVEYANCE PROJECT TRAFFIC MANAGEMENT
 
Report dated January 7, 2025 regarding updates on and a modification of the Sewer System Conveyance ProjectTraffic Management Plan regarding unidirectional traffic commencing in March 2025 for receipt. [Item
 
Recommendation:
 
THAT the Traffic Management Plan as outlined within Appendix A of the staff report dated September 4, 2024, be modified to delay the closure of the Glacier View Drive and Comox Avenue intersection until May/June 2025 due to revised construction sequencing;

AND FURTHER THAT the Chief Administrative Officer be authorized to implement the intersection closure prior to May/June 2025 if volume, speed and/or safety conditions along Back Road require the closure.
 
5) COMOX VALLEY SEWER CONVEYANCE PROJECT - CONSTRUCTION PROGRESS DASHBOARD

Recommendation:
 
THAT the commission adjourn to a closed session pursuant to the following sub-sections of section 90 of the Community Charter:

90(1)(e) The acquisition, disposition or expropriation of land or improvements, if the committee/board considers that disclosure might reasonably be expected to harm the interests of the municipality; and

90(1)(k) Negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the committee/board, could reasonably be expected to harm the interests of the regional district if they were held in public
