SEWAGE COMMISSION


Tuesday, September 9, 2025
Civic Room, located at 770 Harmston Avenue, Courtenay, BC commencing at 2:00 pm.

The chair of the commission will preside over the meeting according to the CVRD procedure bylaw. This meeting may include participation by members of the commission via electronic communication.

This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD Legislative Services Department to request to appear as a delegation. Live webcasts and recordings are available at www.comoxvalleyrd.ca/minutes-agendas

All commission motions will be voted on as determined under Bylaw No. 650.

Note: The Director for Electoral Area B (Lazo North), may participate during a portion of this meeting to consider matters that relate to the services and infrastructure located within Electoral Area B. In addition, the Director for Electoral Area A may participate in matters that relate to the Liquid Waste Management Plan (LWMP).

In the event of an emergency the public gathering place is the parking lot outside the Civic Room.

1) SEWAGE MANAGEMENT ADVISORY COMMITTEE
 
Minutes of the Sewage Management Advisory Committee dated August 28, 2025 for receipt. [Item
 
Note: The above noted minutes were updated on Monday, September 8, 2025 at 9:10 am to correct an error.
 
2) SITE MASTER PLAN AND PHASE 4 UPGRADES PROJECT UPDATE AND BUDGET AMENDMENT
 
Report dated September 3, 2025 regarding an update on the Comox Valley Water Pollution Control Centre site master plan and a recommendation for a budget amendment for receipt. [Item
 
Recommendation:
 
THAT the 2025-2029 financial plan for Service 335 Comox Valley Sewerage Service be amended by increasing engineering and design services expenditures for project no. 1101 Comox Valley Water Pollution Control Centre Phase 4 Upgrades by $2.26M for additional design services associated with the revised scope as developed through the site master planning process, value engineering workshop and completion of the bioreactor pilot project with funding from the Capital Works Reserve (846).
 
3) GREENWOOD HUDSON TRUNK SEWER MODEL AND PLANNING REPORT
 
Report dated September 3, 2025 regarding the Greenwood Hudson Trunk Sewer Model and Planning Report for approval by the Sewage Commission for receipt. [Item
 
Recommendation:
 
THAT the Greenwood Hudson Trunk Sewer Model and Planning Report attached as Appendix A to the staff report dated September 3, 2025, be approved;

AND FURTHER THAT the capital improvements as detailed within the planning report be embedded within the next financial plan to be partially funded by developers through front ending agreements;

AND FINALLY THAT staff develop a Development Cost Charges credits policy to guide creation of front ending agreements with developers for these and future such projects.
 
4) COMOX VALLEY SEWER CONVEYANCE PROJECT - CONSTRUCTION PROGRESS DASHBOARD
