Minutes of the meeting of the Sewage Commission held on April 12, 2022 in the Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC commencing at 2:15 pm.

Commissioners McGowan and Stevens were in attendance via electronic means, but were not able to participate due to technical issues.

DISPERSION MODElLING RESULTS AT THE COMOX VALLEY WATER POLLUTION CONTROL CENTRE
 
 
K. Grant/W. Cole-Hamilton: THAT the report dated April 7, 2022 regarding a recent study and analysis into Comox Valley Water Pollution Control Centre odour performance following completion of odour control upgrades at the facility in 2021, which included installation of bioreactor covers and a new wet chemical scrubber be received. [Item

Z. Berkey, Project Engineer – Water/Wastewater Capital Projects, presented information regarding dispersion modelling results at the Comox Valley Pollution Control Centre. [Item
 
 
K. Grant/W. Morin: THAT based on the odour dispersion modelling results presented within the report completed by RWDI Air Inc. dated February 18, 2022, staff develop an operational limit for day to day odours from the Comox Valley Water Pollution Control Centre to be included within the Good Neighbour Policy for consideration by the Comox Valley Sewage Commission.

W. Morin/K. Grant: THAT the report dated April 7, 2022 regarding an update on the directed proposals and actions as part of the Utilities Governance Project be received. [Item

J. Martens, General Manager of Corporate Services, and Z. Berkey, Project Engineer – Water/Wastewater Capital Projects, provided an overview of the report regarding an update on the directed proposals and actions as part of the Utilities Governance Project.
 
 
K. Grant/M. Swift: THAT Policy No. P90 being “Value Management Review of Capital Projects” as attached to the staff report dated April 7, 2022, be referred to the Comox Strathcona Waste Management Board for feedback prior to being considered be adopted as a corporate board policy.

M. Swift/W. Morin: THAT the commission adjourn to an in-camera session pursuant to the following sub-section of section 90 of the Community Charter:

90(1)(k) Negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the committee/board, could reasonably be expected to harm the interests of the regional district if they were held in public.
