REPORTS
DEVELOPMENT VARIANCE PERMIT AND COMMERCIAL/ INDUSTRIAL FORM AND CHARACTER DEVELOPMENT PERMIT – 8958 CLARKSON AVENUE (1249178 BC LTD.)
 
 
D. Thiessen, Planner, provided an overview of the memorandum dated January 31, 2022 regarding Development Variance Permit and Commercial/ Industrial Form and Character Development Permit – 8958 Clarkson Avenue (1249178 BC Ltd.) for the following:

• Commercial/ Industrial Form and Character Development Permit DP4C 22 for the development of a recreational vehicle park and tourist accommodation units; and
• Development Variance Permit DV 1C 22 to vary the north and south side yard setbacks for the external staircases by 0.7 metres respectively and to vary the height of the tourist accommodation structures from 8.0 metres to 10.0 metres. [Item

M. Larock/M. Presley: THAT the Area C Advisory Planning Commission support the Development Variance Permit and Commercial/ Industrial Form and Character Development Permit – 8958 Clarkson Avenue (1249178 BC Ltd.) application as proposed in the memorandum dated January 31, 2022 for the following reasons:
1. The proposed variance meet the intent of the structure setbacks and the height requirements and are relatively minor encroachments.
2. Form and Character of the neighbourhood is a subjective measure. The proposed plan is questionable given the plain meaning of the word ‘neighbourhood’ reasonably includes both sides of the street. However, the form and character are consistent with the expectations of the lot zoning.
3. Professional services have been engaged in the planning and design of the proposed variance.

Chow, Planner II, provided an overview of the memorandum dated January 12, 2022 regarding Commercial and Industrial (Form and Character) Development Permits DP 17C and DP 18C 21 - 8659 Island Highway North; and 8655 and 8655A Island Highway North (Zimmerman and JRZ Enterprises Ltd.) for a lot line adjustment between two adjacent lots. H. Martyn, applicant's representative, was in attendance via electronic means.
 
 
M. Larock/M. Presley: THAT the Area C Advisory Planning Commission support the Commercial/Industrial Form and Character Development Permit application (DP 17C 21/DP 18C 21), 8659 Island Highway North (Zimmerman and JRZ Enterprises Ltd) as proposed in the memorandum dated January 12, 2022 for the following reasons:
1. Property line adjustment is minor in nature
2. Rainwater issue has been addressed by the Applicant
3. The increased access to the reconfigured two Lots is potentially a “development created” vehicle safety concern, however the APC recognizes the concern is one that will be addressed by MOTI.

D. Thiessen, Planner, provided an update regarding Electoral Area Services Committee and board decisions related to APC recommendations.
