REPORTS
DEVELOPMENT VARIANCE PERMIT DV 4C 22 AND COMMERCIAL/ INDUSTRIAL FORM AND CHARACTER DEVELOPMENT PERMIT, DP 7C 22 – 7648 ISLAND HIGHWAY (EDGE GRAIN FOREST PRODUCTS LTD.)
 
 
B. Chow, Planner II, provided an overview of the memorandum dated April 21, 2022 regarding Development Variance Permit DV 4C 22 to vary the proposed setback for the commercial building by 7.5 metres and a Commercial/ Industrial Form and Character Development Permit 7C – 7648 Island Highway (Edge Grain Forest Products Ltd.) to address the form and character of the commercial/industrial development. Shannon Kelly, Dennis Nelson and Shawn Nelson, applicants, were in attendance.
 
 
C. Scoville/M. Presley: THAT the Area C Advisory Planning Commission support the Commercial/ Industrial Form and Character Development Permit (DP 7C 22) – 7648 Island Highway (Edge Grain Forest Products Ltd.) as presented in the memorandum dated April 21, 2022 for the following reasons:

- support for rural business and local jobs;
- complies with form and character guidelines;

and with the following additional considerations:

- proposed vegetation was sparse, not native for the most part, not necessarily the best plants considering further drying out and wild fire issues due to habitual lack of rains and the building wall facing the highway was going to appear massive and not very attractive;
- vegetation placed between the Island Highway and the back of the proposed building and at the corner of Surgenor Road should not interfere with the sight lines up and down the highway from Surgenor Road .

C. Scoville/P. Gibson: THAT consideration of Development Variance Permit Application DV 4C 22 be deferred due to the following traffic safety issues: sight lines, dangerous traffic conditions making left hand turns in a high speed passing area, lack of room for a deceleration lane; and removing the option to widen the roadway limits options for future road construction or mitigation options, pending the recommendations of the Ministry of Transportation and Highways report on the application.
