Minutes of the Agricultural Advisory Planning Commission held on May 19, 2022 in the Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC commencing at 7:06 pm.

REPORTS
AGRICULTURAL LAND RESERVE NON-ADHERING RESIDENTIAL USE 7667 ISLAND HIGHWAY NORTH (GAUDET)
 
 
J. MacLean, Senior Planner, provided an overview of the memorandum dated May 5, 2022 regarding Non-Adhering Residential Use within the Agricultural Land Reserve to construct an additional house on the property for a relative [Item
 
 
Antonietta and Dave Gaudet applicants, and Ryley Campbell, applicants' representative, were in attendance.
 
 
Without quorum being present, discussion was held with those members present in general support of the Non-Adhering Residential Use within the Agricultural Land Reserve (ALR 1C 22) application.

C. Brown joined the meeting at 7:30 pm, at which point quorum was achieved.
 
 
DEVELOPMENT VARIANCE PERMIT DV 4C 22 AND FARM LAND PROTECTION DEVELOPMENT PERMIT DP 7C 22 – 7648 ISLAND HIGHWAY (EDGE GRAIN FOREST PRODUCTS LTD.)
 
 
J. MacLean, Senior Planner, provided an overview of the memorandum dated April 21, 2022 regarding Development Variance Permit DV 4C 22 to vary the proposed setback for the commercial building by 7.5 metres and a Farm Land Protection Development Permit DP 7C 22 – 7648 Island Highway (Edge Grain Forest Products Ltd.). [Item
 
 
Dennis Nelson and Shaun Nelson, applicants, were in attendance.
 
 
A. Burch/B. Thompson: THAT the Agricultural Advisory Planning Commission support Development Variance Permit DV 4C 22 and a Farm Land Protection Development Permit DP 7C 22 – 7648 Island Highway (Edge Grain Forest Products Ltd.) with the following recommendation:

- That the screening on the back be more substantial (a fence and additional vegetation) to provide an improved buffer for the ALR land.

SUBDIVISION WITHIN THE AGRICULTURAL LAND RESERVE 5228 ISLAND HIGHWAY NORTH (MOUNTAIN RIDGE TREE FARMS)
 
 
J. MacLean, Senior Planner, provided an overview of the report dated May 5, 2022 regarding a subdivision involving land within the Agricultural Land Reserve to fulfill the Ministry of Infrastructure's requirement for a road dedication within the ALR portion of the lot as a condition of subdivision. [Item
 
 
G. McClintock/A. Burch: THAT the Agricultural Advisory Planning Commission oppose the proposed road dedication/subdivision as with the following recommendations:

- The ALC should inform the Ministry of Transportation and Infrastructure (MOTI) that it is not appropriate to take three metres from this ALR lot to make a 4-lane highway that may never happen;
- If MOTI requires this lot to be smaller, they should carry the cost to reduce the size of the lot.
 Carried
 
STATUS UPDATE ON APC RECOMMENDATIONS
 
 
T. Trieu, Manager of Planning Services, provided an update regarding Electoral Area Services Committee and board decisions related to APC recommendations.
