Minutes of the meeting of the Regional Parks and Trails Committee held on December 6, 2022 in the Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC commencing at 2:20 pm.

ATTENDANCE:
Director Arbour was not in attendance when the meeting was called to order.
 
 
PRESIDING MEMBER
J. Martens, Deputy Corporate Legislative Officer, called the meeting to order and called for a presiding member to chair the December 6, 2022 Regional Parks and Trails Committee meeting. Director Grieve was appointed by consent of the committee.

In accordance with the Terms of Reference, the election of the chair and vice-chair shall occur at the first meeting in 2023.
 
 
RECOGNITION OF TRADITIONAL TERRITORIES
The Chair acknowledged that the meeting was being held on the unceded traditional territory of the K’ómoks First Nation.
 
 
REPORTS:
ROUNDTABLE INTRODUCTIONS
 
 
Members to the Regional Parks and Trails Committee introduced themselves.
 
 
Director Arbour joined the meeting at 2:25 pm.
 
 
REGIONAL PARKS AND TRAILS COMMITTEE - TERMS OF REFERENCE
 
 
M. McCollum/R. Nichol: THAT the Regional Parks and Trails Committee Terms of Reference be received. [Item

ORIENTATION - REGIONAL PARKS AND TRAILS SERVICE
 
 
M. McCollum/K. Grant: M. Harrison, Manager of Parks, presented and overview of the Regional Parks and Trails Service. [Item

REGIONAL PARKS AND TRAILS ADVISORY COMMITTEE
 
 
W. Morin/K. Grant: THAT the report dated November 28, 2022 regarding support to establish a Regional Parks and Trails Advisory Committee for the duration of the regional parks and trails strategic planning process and to commence dialogue with K’ómoks First Nation on the process be received. [Item

M. Harrison, Manager of Parks, provided an overview of the report regarding establishing a Regional Parks and Trails Advisory Committee.
 
 
W. Morin/K. Grant: THAT the Regional Parks and Trails Committee support the establishment of a Regional Parks and Trails Advisory Committee in accordance with the Regional Parks and Trails Advisory Committee Terms of Reference attached to the November 28, 2022, staff report;

AND THAT the Board Chair send a letter and the Terms of Reference to the municipalities seeking staff participation in a Regional Parks and Trails Advisory Committee;

AND FINALLY THAT the Board Chair send a letter to the K’ómoks First Nation seeking input on the strategic planning process for the Regional Parks and Trails Service.

E. Jolicoeur/J. Meilleur: THAT the motion be amended to add to the last clause language in regards to the inclusion of the K’ómoks First Nation on the Regional Parks and Trails Advisory Committee.
 
 
The above-noted motion was withdrawn with the consent of the committee.
 
 
The vote was taken on the main motion as follows:
 Carried
 
THAT the Regional Parks and Trails Committee support the establishment of a Regional Parks and Trails Advisory Committee in accordance with the Regional Parks and Trails Advisory Committee Terms of Reference attached to the November 28, 2022, staff report;

AND THAT the Board Chair send a letter and the Terms of Reference to the municipalities seeking staff participation in a Regional Parks and Trails Advisory Committee;

AND FINALLY THAT the Board Chair send a letter to the K’ómoks First Nation seeking input on the strategic planning process for the Regional Parks and Trails Service.
