ELECTION OF CHAIR AND VICE-CHAIR
J. Martens called the meeting to order and opened the floor to nominations for the position of Chair for the Regional Parks and Trails Committee. At the close of nominations, Director Arbour was the only nomination and as such, was declared Chair by acclamation.
J. Martens opened the floor to nominations for the position of Vice-Chair for the Regional Parks and Trails Committee. At the close of nominations, Director Morin was the only nomination and as such, was declared Vice-Chair by acclamation.
 
Director Arbour assumed the role of presiding member at 2:32 pm.
 
RECOGNITION OF TRADITIONAL TERRITORIES
The Chair acknowledged that the meeting was being held on the unceded traditional territory of the K’ómoks First Nation.
 
PUBLIC INPUT - 2023-2027 FINANCIAL PLAN
E. Grieve/V. Brown: THAT the information provided by R. Dyson, Chief Administrative Officer, regarding a summary of the public input process in regards to the 2023-2027 proposed financial plan be received.

E. Grieve/M. McCollum: THAT the report dated February 23, 2023 regarding the inaugural proposed 2023–2027 operating financial plan for Regional Parks and Trails Service, function 625 be received. [Item]

E. Grieve/W. Cole-Hamilton: THAT the proposed 2023–2027 operating financial plan for the Regional Parks and Trails Service, function 625, be approved.

M. Harrison, Manager of Parks, provided information regarding the scope of services that would be included in the Regional Parks and Trails strategic plan Request for Proposal.
 
E. Grieve/W. Morin: THAT staff be directed to proceed with the issuance of a Request for Proposal for a Regional Parks and Trails strategic plan based on the scope of services as outlined in the staff report dated February 23, 2023 and subject to the approval of the 2023–2027 operating financial plan for the Regional Parks and Trails Service, function 625.
