W. Cole-Hamilton/B. Wells: THAT Bylaw No. 190 being the “Comox Valley Water Supply System Bulk Water Rates Bylaw No. 190, 2011” be amended to update the bulk water rates per the version attached as Appendix B to the staff report dated November 2, 2023.

M. Rutten, General Manager of Engineering Services, provided an overview of the report regarding the establishment of development cost charge bylaws including considerations for waiving these charges and how the bylaws are updated over time.
 
 
K. Grant/J. Kerr: THAT the Water Committee request that provincial and federal governments consider the full cost, including development cost charges, in any grant funding for affordable housing.

J. Kerr/E. Grieve: THAT the matter regarding a request to the provincial and federal governments to consider the full cost, including development cost charges, in any grant funding for affordable housing be referred to staff to come back with a resolution for submission to the Association of Vancouver Island and Coastal Communities 2024 Convention.
