Minutes of the meeting of the Black Creek - Oyster Bay Services Committee held on October 7, 2024 in the Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC commencing at 9:00 am.

WATUTCO WATER SYSTEM REQUEST FOR CONVERSION TO BLACK CREEK-OYSTER BAY WATER LOCAL SERVICE AREA
 
 
E. Grieve/E. Grieve: THAT the report dated September 26, 2024 regarding a request from the owners of the Watutco Water System to convert in part or in whole to the Black Creek/ Oyster Bay Water Local Service be received. [Item

K. La Rose, Senior Manager of Water/Wastewater Services, provided an overview of the report regarding a request from the owners of the Watutco Water System to convert in part or in whole to the Black Creek/ Oyster Bay Water Local Service.
 
 
J. Rice/E. Grieve: THAT staff be directed to work with Watutco Enterprises Ltd. to update the feasibility study and governance options reports completed in 2019 and develop a proposed path forward for review and consideration by the Black Creek-Oyster Bay Services Committee;

AND FURTHER THAT the update study work be funded by Service 153 Feasibility Studies – Electoral Area C.

J. Rice/E. Grieve: THAT the report dated September 17, 2024 regarding an application to Union of BC Municipalities (UBCM) for the Community Emergency Preparedness Fund grant program for Oyster River Fire Rescue for fire department equipment and training be received. [Item

B. Green, Regional Rural Fire Chief, provided an overview of the report regarding a UBCM Community Emergency Preparedness Fund Application.
 
 
J. Rice/E. Grieve: THAT an application to the Union of BC Municipalities Community Emergency Preparedness Fund, in an amount of up to $40,000 for Oyster River Fire Rescue, be submitted for fire department equipment and training, as outlined in Appendix A of the staff report dated September 17, 2024.

AND FURTHER THAT the Comox Valley Regional District commit to overall grant management should the application be successful.

FIRE SAFETY ACT - INSPECTIONS AND INVESTIGATIONS

B. Green, Regional Rural Fire Chief, provided an overview of the report regarding an update on the newly released Fire Safety Act.
 
 
J. Rice/E. Grieve: THAT the chief officers or their designate of the Oyster River Fire Department be appointed as inspectors and investigators for the Comox Valley Regional District for the purpose of the Fire Safety Act;

AND FURTHER THAT a letter be sent to the Office of the Fire Commissioner acknowledging our new role and encouraging them to continue providing ongoing support for inspections and investigations in perpetuity.

J. Rice/E. Grieve: THAT the report dated September 26, 2024 regarding a proposed boundary amendment to the Black Creek-Oyster Bay Fire Protection Service Area to include the property at 3830 York Road at the request of the owner be received. [Item

B. Green, Regional Rural Fire Chief, provided an overview of the report regarding the amendment to the Black Creek-Oyster Bay Fire Protection Service Area.
 
 
J. Rice/E. Grieve: THAT the Board consider three readings and subsequent adoption of Bylaw No. 836 being “Black Creek-Oyster Bay Fire Protection Local Service Area Conversion Establishment Bylaw No. 1964, 1997, amendment No. 9” to amend the boundary of the Black Creek-Oyster Bay Fire Protection Service Area to include the property at 3830 York Road as outlined in the staff report dated September 26, 2024;

AND FURTHER THAT the directors for Electoral Area C and Electoral Area D, being the service participants, be authorized to consent to the amendment of Bylaw No. 1964 being the “Black Creek/Oyster Bay Fire Protection Service Local Service Area Conversion/Establishment Bylaw No. 1964, 1997” in writing.

J. Rice/E. Grieve: THAT the agreement with the Oyster River Volunteer Firefighters Association as per Appendix A to the staff report dated October 2, 2024, be approved;

AND FINALLY THAT the Corporate Officer and General Manager of Community Services be authorized to execute the agreement.
