Minutes of the meeting of the Electoral Areas Services Committee held on December 16, 2024 in the Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC commencing at 10:01 am.

RECOGNITION OF TRADITIONAL TERRITORIES:
The Chair acknowledged that the meeting was being held on the unceded traditional territory of the K'ómoks First Nation.
 
 
UNFINISHED BUSINESS:
DELEGATION FOLLOW-UP - BEAUFORT ASSOCIATION FOR INCLUSION IN ACTION
 
 
J. Warren, Chief Administrative Officer, provided a verbal update on the follow-up with the December 9, 2024 delegation from Cynthia Shore, Beaufort Association for Inclusion in Action, regarding support for their request under the Rural Community Grants program.
 
 
DELEGATION FOLLOW-UP - FANNY BAY COMMUNITY ASSOCIATION[
 
 
J. Warren, Chief Administrative Officer, provided a verbal update on the follow-up with the December 9, 2024 delegation from Tammy Mercer, Fanny Bay Community Association, regarding their request for financial assistance for building repairs to the Fanny Bay Hall.
 
 
REPORTS:
COMOX VALLEY AGRICULTURAL PLAN AND IMPLEMENTATION STRATEGY
 
 
D. Arbour/R. Hardy: THAT the report dated December 11, 2024 regarding the final draft of the Comox Valley Agricultural Plan next steps for implementation be received. [Item

Ione Smith, Upland Consulting, and L. Kilpatrick, Community Development and Resilience Manager, presented information regarding the final draft of the Comox Valley Agricultural Plan next steps for implementation. [Item
 
 
D. Arbour/R. Hardy: THAT the Comox Valley Agricultural Plan dated December 2024 approved as amended by inserting the wording "an agriculture centre" before "permanent market space" under section 3.3.1 in Table 5 - Goal 3 recommendations;

AND FINALLY THAT the Comox Valley Agricultural Plan dated December 2024 be referred to K’ómoks First Nation with an open invitation to discuss interests and partnership opportunities.

Hardy: THAT staff be authorized to include a new full time equivalent Agricultural Coordinator position in the proposed 2025-2029 financial plan for Service 503 (Electoral Areas Policy Planning) to support the implementation of the Comox Valley Agricultural Plan within the electoral areas;

AND FINALLY THAT the Comox Valley Agricultural Plan be referred to the Board for discussion about regional implementation interests.

2024 RURAL COMMUNITY GRANT CONSIDERATION
 
 
D. Arbour/R. Hardy: THAT the report dated December 12, 2024 regarding a Rural Community Grant application from the Oyster River Enhancement Society be received. [Item

D. DeMarzo, General Manager of Community Services, provided an overview of the report regarding a Rural Community Grant application from the Oyster River Enhancement Society.
 
 
D. Arbour/R. Hardy: THAT a Rural Community Grant of $2,500 payable from Electoral Area B and $7,500 payable from Electoral Area C be awarded from the Grant-in-Aid service for 2024 to the Oyster River Enhancement Society.

D. Arbour/R. Hardy: THAT the committee adjourn to a closed session pursuant to the following sub-sections) of section 90 of the Community Charter:

90(1)(e) The acquisition, disposition or expropriation of land or improvements, if the committee/board considers that disclosure might reasonably be expected to harm the interests of the municipality;
90(1)(f) Law enforcement, if the committee/board considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment; and
90(1)(k) Negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the committee/board, could reasonably be expected to harm the interests of the regional district if they were held in public.
