Minutes of the meeting of the Sewage Commission held on December 6, 2022 in the Civic Room of the Comox Valley Regional District offices located at 770 Harmston Avenue, Courtenay, BC commencing at 11:45 pm.

Commissioner Hargreaves was not in attendance when the meeting was called to order.
 
 
PRESIDING MEMBER:
In accordance with the Terms of Reference, the election of the chair and vice-chair shall occur at the first meeting in 2023. Director Hillian, as the elected chair for 2022, served as the presiding member for this meeting.
 
 
RECOGNITION OF TRADITIONAL TERRITORIES
The Chair acknowledged that the meeting was being held on the unceded traditional territory of the K’ómoks First Nation.

SEWER SYSTEM CONVEYANCE PROJECT UPDATE
 
 
M. McCollum/K. Grant: THAT the report dated December 1, 2022 regarding a description of the Sewer System Conveyance Project, an update on the project status and a recommendation to apply for grant funding be received. [Item

C. Gore, Manager of Capital Projects, presented information regarding the Sewer System Conveyance Project. [Item
 
 
K. Grant/M. Swift: THAT staff submit a grant funding application to the Investing in Canada Infrastructure Program – Adaption, Resilience and Disaster (Green ARDM) Stream for replacement of the Courtenay Pump Station as part of the Comox Valley Regional District’s Sewer System Conveyance Project;

AND FINALLY THAT the total estimate for the Courtenay Pump Station replacement is $13,367,138 and the Sewage Commission commits to its share of the remaining Courtenay Pump Station replacement costs after 73.33 per cent grant funding is applied, estimated at $3,565,016, as part of the Sewer System Conveyance Project, as well as cost overruns.

SEWERAGE SERVICE FEES AND CHARGES BYLAW UPDATE

McCollum: THAT the report dated December 1, 2022 regarding an amendment to Bylaw No. 71 being “Comox Valley Sewerage Service Regulation, Fees and Charges Bylaw No. 71, 2020,” to update tipping rates for septage and SkyRocket, and to remove the lowest volume discount rate for SkyRocket compost be received. K. La Rose, Senior Manager of Water/Wastewater Services, provided an overview of the report regarding an amendment to Bylaw No. 71 being “Comox Valley Sewerage Service Regulation, Fees and Charges Bylaw No. 71, 2020.
 
 
K. Grant/B. Wells: THAT Bylaw No. 71, being the “Comox Valley Sewerage Service Regulation, Fees and Charges Bylaw No. 71, 2020,” be amended to update septage tipping rates for 2023-2025, update SkyRocket volumetric rates and remove the lowest volumetric rate for SkyRocket per the redline version attached as Appendix A to the staff report dated December 1, 2022.
