CALL TO ORDER AND RECOGNITION OF TRADITIONAL TERRITORIES
The Chair called the meeting to order and acknowledged that the meeting was being held on the unceded traditional territory of the K’ómoks First Nation.

REPORTS
FORM AND CHARACTER DEVELOPMENT PERMIT – UNADDRESSED LOT ALONG MACAULAY ROAD (M & C LEIGHTON HOLDINGS LTD.)
 
 
J. MacLean, Senior Planner, provided an overview of the letter dated August 8, 2024 regarding issuance of a Commercial and Industrial (Form and Character) Development Permit for a campground development on an unaddressed lot along Macaulay Road (M & C Leighton Holdings Ltd.). [Item
 
 
K. Keylock/C. Scoville: THAT the Area C Advisory Planning Commission support the issuance of a Commercial and Industrial (Form and Character) Development Permit as proposed in the letter dated August 8, 2024 for the following reasons:

-Form and character suits rural setting
-Functional for the planned use;

however, the following is recommended to be addressed:

-Dark Sky Policy to be met to the current standards and reviewed by a lighting professional including use of ambient light levels appropriate for the proposed use
-any lighting including LED shall not be offensive including RV pedestals, signage and security lighting
-fencing height/privacy
-consider propane fires in lieu of burning wood
-consider tree retention throughout the site and landscape trees in the parking area
-access to roads (eg. McCaulay, Shiloh)

STATUS UPDATE ON APC RECOMMENDATIONS
 
 
T. Trieu, Manager of Planning Services, provided updates regarding Electoral Areas Services Committee and Board decisions related to APC recommendations.
